Harare Mayor, Councillor Bernard Manyenyeni has accused Town Clerk, Dr Tendai Mahachi of being at the centre of running down the capital.
The mayor last week seek sent Dr Mahachi on an indefinite forced leave, but the Town Clerk reported for duty at Town House yesterday.
Mayor Manyenyeni however insisted that Dr Mahachi is still on forced leave despite his continued roaming in the corridors of the Town house.
In today's press conference, the cat went out of the bag at Town House, as Mayor Manyenyani is dug deeper into Dr Mahachi’s closet.
He revealed that Dr Mahachi’s employment file is neither at his office, the Chamber Secretary’s office nor Human Capital Director’s office.
Mr Manyenyeni said he requested the file on several occasions without yielding results and the final attempt to request the file saw the Town Clerk walking out of a meeting.
“Such behaviour is not acceptable and it is not the first time that the Town Clerk has acted with so much impunity,” he said.
Mr Manyenyeni also accused Dr Mahachi of stalling and deferring the 2015 budget approval and executive salary review, the internal succession issue, publication of the audited financial accounts for 2009 to 2011 and the draft unaudited accounts for 2012 to 2014.
Dr Mahachi is also accused of failing to prepare the state of the city statement for stakeholders, among other issues.
