Harare mayor, Councillor Mafume, says council needs to craft, review and enforce city by-laws, particularly those that deal with litter and roads.

In his remarks at a full council meeting at townhouse last week, Cllr Mafume said part of the reason why the local authorityl is concerned about the roads is that they are damaging the trucks that collect garbage.

“They were sinking and so forth, so the roads are very important,” he said.

Cllr Mafume said council needs to form a joint enforcement committee.

“ZRP and the city, led by JOC, should be able to enforce cleanliness and instill order in the city, vending sites and so forth and other areas that are no-go areas for vendors,” he said.

“We need to remove vendors at least from certain designated streets and we need to have proper vending sites.

“You canot have vendors selling maize in First Street and those other body parts. They are supposed to be selling roses and other flowers.

“We need to create vending sites and agricultural markets in Mbare, DZ, Hatcliffe and Mabvuku and so forth, urban renewal; painting and maintenance of buildings, removal of vehicle shells, carcasses and clearance of junkyards,” he said.

Cllr Mafume urged the acting town clerk Engineer Phakamile Mabhena to establish a committee this year to also refurbish its own buildings.

He also called for the sprucing up of council swimming pools.

Cllr Mafume said he went to Hatfield pool, which he described as dilapidated.

“The sports club itself is also dilapidated, 7,5 hectares of land which has just been left derelict,” he said.
