THE Second Republic, through various economic blueprints and socio-economic reforms, has ushered Zimbabwe into a new era of hope, development and improved service delivery, President Mnangagwa has said.
Speaking at the 38th Cabinet meeting — the last for the year — held yesterday at State House in Harare, President Mnangagwa said that despite global shocks experienced during the implementation of the National Development Strategy 1 (NDS1), the reforms introduced since the dawn of the Second Republic have been a resounding success.
This, the President noted, was made possible by the unity and hard work of Zimbabweans from all walks of life who embraced the country’s development philosophy, “Nyika Inovakwa Nevene Vayo”.

“Despite global shocks experienced during the period of NDS1, the reforms carried out since the Second Republic have been a resounding success. Through the unity and hard work of all our people, we have ushered our nation into a new era of hope, development, modernisation, industrialisation and improved service delivery.
“The economy demonstrated remarkable resilience, bolstered by strong policy co-ordination and fiscal prudence. It is indeed pleasing that during the year 2025, we continued to witness the strengthening of the macro-economic environment. Our National Gross Domestic Product firmed, along with the stabilisation of the ZiG currency, among other key economic indicators,” the President said.
President Mnangagwa also commended Cabinet Ministers for their commitment to meetings and the implementation of resolutions throughout the year, noting that this dedication had contributed to “invaluable progress” for the benefit of ordinary citizens.
“Through our collective responsibility, we have made invaluable progress for the benefit of our beloved motherland, Zimbabwe. As Government, we have remained resolute and steadfast in seeking to fulfil the collective expectations of our citizens. Nyika inovakwa, inotongwa, inonamatigwa nevene vayo / Ilizwe Lakhiwa, libuswe, likhulekelwe ngabanikazi balo. I am pleased to note that our Cabinet proceedings for the year 2025 were robust and responsive to the needs of our people. I, therefore, commend all of us for the dedication, commitment and resilience with which we conducted Cabinet business.”
The President acknowledged the attendance of Ministers at Cabinet meetings but urged improvement, stressing that these sessions take precedence over all other Government engagements. He also challenged Ministers to reflect on their set targets submitted at the start of the year and to thoroughly analyse all memoranda generated from respective Ministries before submission for Cabinet consideration.
President Mnangagwa said continued collective efforts by Cabinet Ministers will result in progress and remarkable success across all sectors of the economy.
The modernised performance management and results-oriented digitised platforms introduced by Government, he said, have improved service delivery in all sectors.
“Through the National Energy Compact, the country will continue to strengthen power generation and support independent power producers. Our collective efforts on this front should see us achieve access to reliable, affordable, sustainable and clean energy for our communities in both rural and urban areas. We also scored remarkable successes in a broad array of areas, including infrastructure construction projects, mining, manufacturing and tourism. In the social sector, gains were recorded in education, skills development as well as empowerment for the youth, women and veterans of the liberation struggle, among many others,” he said.
The President noted that the close of the Cabinet calendar coincides with the end of the national economic blueprint, NDS1 (2021–2025).
“One of the notable results under NDS1 has been the transformation and reinvigoration of public sector performance and delivery mechanisms. We institutionalised a results-oriented culture across Government, anchored on modern performance management systems, while also strengthening accountability mechanisms and promoting digitalised processes. These have seen us curbing red tape, towards improved service delivery across the board.”
He added that performance contracts for senior officials continue to enhance delivery while creating an administration that is citizen-focused, efficient and aligned to the country’s developmental aspirations and the Constitution.
The President also commended the Chief Secretary to the Office of the President and Cabinet (OPC), Dr Martin Rushwaya, for undertaking visits to Ministries during the year, saying this opened up areas requiring attention and introduced innovative ways of creating a seamless executive function.
He said this exercise will be embedded in the Government system and undertaken regularly to deepen the Whole-of-Government and Society Approach in line with the country’s development agenda.
President Mnangagwa said mechanisms will be put in place to ensure the gains witnessed during the year are sustained, with Ministries set to provide services throughout the festive season.
“Mechanisms must be put in place to ensure that the momentum gained during the course of the year is sustained. Government services across all Ministries should continue to be provided throughout the festive season. On our part, let us stand ready to attend to urgent business which may arise. Finally, I once again congratulate us all for a successful and fruitful 2025 Cabinet Calendar. We conducted Cabinet business with befitting diligence and commitment, as we served our motherland, Zimbabwe.”
