Prosecutor General, Justice Loice Matanda-Moyo, has declared an end to corporate impunity for environmental violations, reclassifying “green crimes” as major threats to national security.
Under the new regime, the National Prosecuting Authority (NPA) will no longer view illegal mining, the dumping of toxic waste, or the plunder of timber and wildlife as minor offences.
Speaking during the official launch of NPAZ 2026 strategic roadmap on Thursday, Justice Matanda-Moyo said the agency will “aggressively prosecute” companies that flout environmental laws.
“The era of corporate impunity is over,” she said. “Going forward, we must ensure that there is a decisive prosecution of all companies that fail to comply with environmental laws, regardless of their size or stature.
“Whether it is the devastation caused by illegal mining activities, the discharge of toxic waste into the environment, or the brazen theft of our wildlife and timber, the NPAZ will act with resolve.”
She revealed that NPA will utilise the specialised Environmental Unit to fast-track environmental dockets to ensure swift judicial outcomes.
“We are not merely prosecuting a crime; we are defending the constitutional right of every Zimbabwean to a clean and healthy environment,” she said.
“Our theme, ‘Inclusive Accountability for Inclusive Prosperity and Stability’, demands that those who profit from our natural resources must also be the primary guardians of their preservation.
“We will ensure that ‘green crimes’ are met with ‘red alerts’ across our legal system, utilising the specialised environmental unit within the NPAZ to fast-track these matters and secure restoration for our affected communities.”
