Led by the courts, Zimbabwean authorities and political parties were yesterday moving rapidly to prevent all unnecessary gatherings to minimise the spread of Covid-19.

Trials and all non-urgent matters are being deferred for at least two months in the courts, while Harare City Council is looking at modifying its markets places.

Both Zanu PF and MDC-Alliance have since postponed meetings.

Chief Justice Luke Malaba, who is the chairman of the Judicial Service Commission (JSC), directed that all trials, non-urgent hearings and civil weddings be deferred for at least two months

Courts will, however, continue to hear bail applications and initial remands, where there are constitutional rights involved, and will continue to hear urgent matters.

All areas of potential risks such as reception areas, registries and court rooms will be regularly sanitised and fumigated.

The JSC staff at courts, lawyers and litigants attending courts will be sanitised at the court entrance and are required to keep a distance of at least two metres.

Yesterday, city health department’s director Dr Prosper Chonzi confirmed “there are areas where we are worried about especially the Mupedzanhamo area and all our flea markets. People will be so crowded and there is very close contact with potential clients as well as suspects. So in such an outbreak, it will be difficult to contain it if you do not manage those things,” said Dr Chonzi.

“As council, we have recommended that, yes, we should do something about our flea markets, Mupedzanhamo and even the fresh vegetable market. Recommendations range from closure to engineering that can see people observing the one-metre to two-metre social distancing,” he said.

The council is also concerned about public transport.

Both Zanu PF and the opposition MDC Alliance have stopped all party gatherings and believe a united approach is required to contain the virus.

Zanu PF National Political Commissar, Cde Victor Matemadanda yesterday called on the people to exercise caution and play a big role in the fight against the global pandemic.

“Coronavirus is not something to play with or about. Coronavirus is real because it’s now a pandemic. The whole world is exposed and this means that every health rule and law that can help in containing the disease should be abided by.

“Everyone should collectively play his or her part to mitigate this disease’s impact and spread so us as a party are now going to go by President Mnangagwa’s instruction that we should avoid gathering in our numbers,” he said.

“We as a party want to have a personal touch with every member and voter, we should have a personal contact so we want to use this opportunity to continue urging the nation to desist from public gatherings and crowding.”

MDC-A national organising secretary Mr Amos Chibaya said: “Of course we are taking the call by (President) Mnangagwa to stop any gatherings of up to 100 people seriously so we are suspending all our party meetings and gatherings even at ward level.

“As the MDC, we have since issued a statement on the suspension of all gatherings as we seek to collectively prevent the spread of this pandemic which has claimed so many lives around the world,” said Mr Chibaya.

In a statement, police national spokesperson Assistant Commissioner Paul Nyathi said it was a criminal offence for people to defy directives issued in a State of Disaster.

Asst Comm Nyathi appealed to the public to cooperate with given directives by the Government in respect of safety and security measures of avoiding large gatherings,” he said.

Traffic at border posts was restricted yesterday as new rules by Zimbabwe, Mozambique and Zambia were being formulated and border officers were awaiting instructions.

At Kariba and Chirundu, vendors have been allowed to criss-cross the border using special passes, but now Zambia, which had confirmed cases shortly before Zimbabwe, ordered a weekend closure to allow a thorough cleaning and upgrade of washing facilities.

Vendors from both countries cross the borders to sell their wares including fruits, bread, fish and groceries, among others every day

Zambia has restricted mass public gatherings including conferences and meetings until further notice while bars and night clubs have been ordered to reduce opening time to a maximum of two hours.

Failure to implement the measures will result in licences being revoked.

At Forbes Border Post outside Mutare, yesterday, Zimbabwe was still allowing traffic in and out, but Mozambican officials were limiting traffic into their country to trucks and Malawians in transit.

Other people were still barred as Mozambican officials waited for clearance.

Zimbabwe will be allowing cargo from today, but only returning residents will be able to enter the country.

Last week, Mozambican authorities prevented 10 Zimbabweans from entering the country through Machipanda Border Post as they had violated quarantine rules put in place to fight the spread of Covid-19.

Zimbabwean Ambassador to Mozambique, Ambassador Douglas Nyikayaramba confirmed the development and said: “For the previous 10 days, the group had been in South Africa, in regions with confirmed cases of Covid-19.

“That meant they should have spent 14 days in quarantine in Zimbabwe before entering Mozambique. Because they did not comply with the quarantine time, they were returned to Zimbabwe.”

The 53 people in Mashonaland East under surveillance after they came into the country recently have not yet shown any symptoms of coronavirus, provincial medical director Dr Simukai Zizhou has said.

He said 34 out of 53 were in Marondera. This is contrary to messages circulate on social media that put the number at 61 people.

Dr Zizhou urged communities to follow verified news sources to avoid unnecessary panic.

He said they were going to intensify surveillance to detect any potential cases early and limit further spread.

“In Mash East, we are vulnerable mainly because of Nyamapanda Border Post, we are going to prioritise monitoring at those entry points. The setting up of an isolation camp at Nyamapanda border is at advanced stage,” he said.

Dr Zizhou said the province is targeting zero positive cases and is engaging local authorities to disseminate information to communities.

Speaking at preparatory meeting for Covid-19 measures held in Marondera, the Minister of State for Mashonaland East Provincial Affairs Aplonia Munzverengwi urged the Ministry of Health and Child Care to prioritise prisoners and provide them with necessary equipment to prevent the spread of corona virus.

The web of people who came in contact with broadcaster and socialite Zororo Makamba, who succumbed to coronavirus yesterday, is difficult to trace after it emerged that he mingled with dozens of people following his return from the United States.

Makamba met many people in his business and social life, even when he was allegedly ill, that are yet to be tracked down by the Government.

In Government circles, Deputy Chief Secretary (Presidential Communications) Mr George Charamba confirmed that Makamba visited the Office of the President and Cabinet and the Ministry of Finance and Economic Development. There, Makamba interacted with three officials who have since been tested and put on a 21-day self-quarantine. The offices were fumigated on Sunday.

BancABC chief executive Dr Lance Mambondiani confirmed that four of the bank’s employees had a 15-minute meeting with Makamba at the bank’s Mount Pleasant Campus on Tuesday March 17, 2020 at 11:30am.

“The bank was subsequently advised that the patient had tested positive for Covid-19 on Saturday morning and immediately activated recommended protocols in consultation with the city health department.”

It is understood that Makamba interacted with a friend who is a university student, who went on to interact with fellow students over the weekend.

The class had about 25 students, who have since informed their employers about the contact, and recommended a self-quarantine.

The City of Harare’s health department is now reportedly tracking them down.

The Herald is reliably informed that Makamba had extensive contact with patrons at Pabloz, a popular upmarket club in Sam Levy’s Village on Thursday night.

Pabloz had since announced that it was temporarily closing shop in light of the coronavirus outbreak.

In a statement, Pabloz said: “Dear customers, due to the ongoing Covid-19 crisis, Pabloz Club and VIP have taken the considered decision to cease operations until further notice.

“In light of the devastation that Covid-19 virus is wreaking globally and now in our region, we find it in the interests of public health for both our clientele and staff to close doors until such time that it is safe to operate. This is effective immediately.”
