A 25-YEAR-OLD Nyamandlovu man, who ran amok and axed his cousin before setting his property worth US$14 000 ablaze, was sentenced to 19 years in jail by Bulawayo magistrate Matthew Mutiro on attempted murder and malicious damage to property charges.

Nqobizitha Moyo, who pleaded guilty to the charges, will, however, serve an effective 15-year jail term after five years were suspended on condition of good behaviour.

On malicious damage to property, Moyo was sentenced to four years in prison which were suspended on condition he restitutes the complainant Ishmael Mlilo the sum of US$14 047.

The court heard that on November 16 last year, at around 6pm, Moyo and Mlilo were at Glencurah business centre where Moyo had a misunderstanding with one Mandla Ncube.

Mlilo intervened in the matter in a bid to restrain the two.

This irked Moyo who struck Mlilo with an axe on the head.

Still infuriated, Moyo went to Mlilo’s residence where he set a Honda CRV vehicle, a diesel-operated ploughing machine, a three-roomed house and a granary containing 360kg of maize on fire.

The matter was reported to the police which led to the arrest of Moyo.

The court was told that Mlilo was referred to hospital for medical attention and a medical report stated that he suffered severe injuries.

The total cost of the damaged property is US$14 047.

MATABELELAND South acting provincial medical director Andrew Muza says there has been a notable decline in institutional maternal deaths in the province since the launch of a health fund programme two years ago.

Last year, 10 deaths were recorded in the province’s seven districts.

In an interview during a media tour in Gwanda, Muza said the Health Resilience Fund (HRF) was instrumental in providing essential medical equipment to clinics and hospitals throughout the region.

HRF is a co-ordinated pooled fund led by the Health and Child Care ministry with financial assistance from the European Union, the governments of Ireland and the United Kingdom, the Vaccine Alliance and technical support from UNFPA, Unicef and WHO.

“Part of the objectives include reducing avoidable deaths which are maternal and neonatal deaths. As a province we have benefited from the implementation of HRF and over the years one of the targets we strived to attain was reducing maternal deaths,” Muza said.

“Our institutional maternal deaths stand at 71 per 100 000 which indicates a decline from the high figures recorded in the past years. Last year we had a total of 10 deaths from all our districts and although we can do better, it is a clear sign that we have improved greatly.”

He added that they would provide training to healthcare workers, equipping them with the skills and knowledge necessary to support pregnant women and ensure safe deliveries.

“We managed to train healthcare workers to help pregnant women and procured assistive equipment to ensure they deliver well. We have trained healthcare workers to manage malnutrition and other illnesses that affect children through the pooled fund by the government and its partners,” Muza said.

“Health information has also been another pillar. We are capturing information in real time and managing it around the province. Our committees have been empowered with correct information which they take to communities which in turn are able to make informed health choices.”

Bulilima acting district medical officer, Chido Chitiyo, said they acquired critical care medications through HRF.

“In Bulilima, as of last year, (maternal deaths) was at 0% because we have been managing to access critical care medication required especially in this department. Provision of fuel has significantly helped and assisted us because we can now try to reach those hard to go areas. Through this fund, each clinic is allocated fuel for ambulances to ferry patients to Plumtree District Hospital,” Chitiyo said.

Plumtree District Hospital senior midwife for post-natal care, Winnet Gumbu, echoed the same sentiments saying most mothers were assisted early.

“We have a mothers’ waiting shelter whereby we keep all the mothers, for example the teenage mothers, those who have had risk deliveries, they will be close by hence they can be easily assisted. This has led to a reduction in maternal deaths,” she said.

One of the beneficiaries, at the waiting mothers’ shelter at Plumtree District Hospital, Sithembinkosi Ncube from Malalume village, said expecting mothers used to walk for three hours to access healthcare centres putting themselves at risk.

GOLD panners have invaded Bulawayo causing environmental degradation in two of its suburbs, the Bulawayo City Council (BCC) has said.

The illegal gold panners have caused environmental degradation in Queens Park East and Emhlangeni suburbs.

According to the latest full council minutes, Housing and Community Services director Dictor Khumalo on February 15 reported that there are rampant illegal gold panning activities taking place in some parts of the city. Several illegal panners were arrested.

“Joint and routine patrols were conducted and during these patrols, 18 illegal gold panners were apprehended and surrendered to Esigodini Police Station. A total of 61 hand tools were confiscated. These include four detector machines. Mitigation strategies are underway to curb the spread of these illegal activities (minerals and sand poaching) in Greater Bulawayo,” the minutes read.

“Most routine patrols were concentrated in the peri-urban where these sand excavators were a menace. During these patrols, a total of 25 tickets were issued to various offenders. To date 22 tickets have been paid for  which amount to US$1 246,52 and 3 tickets are still outstanding with $1 275,28.”

The local authority said it had since intensified patrols in affected areas.

“On January 26, the city rangers had a joint operation with Queens Park Police to try and curb the illegal invasion of council land at Emhlangeni Wolly Dog Mine to be precise,” the minutes read.

BCC has also impounded  35 trucks for sand poaching.

Council also revealed that it is facing challenges from firewood poachers due to load shedding.

ZIMBABWE National Army captain Foster Nyasha, who allegedly robbed  Chinese national Yao Jingjie of US$60 000, was denied bail by magistrate Tendai Mahwe when he appeared before the Mutare Magistrate Court on a robbery charge.

Nyasha was advised to apply for bail at the High Court while his co-accused police members Albert Machona (42), a sergeant, and constables Charles Musiiwa (33) and Tanyaradzwa Mhondiwa (30) were each granted US$150 bail.

Machona, Musiiwa and Mhondiwa are stationed at Mutare Central Police Station while Nyasha is attached to 3 Infantry Battalion headquarters in the same town.

It is the State’s case that on February 28, at around 1900 hours Yao arrived home by taxi from a business trip in Harare.

Yao was accompanied by her driver Kalim Mukwamba who left with the taxi as the Chinese national was entering her home in Morningside.

Before entering her house, Yao saw an intruder who turned out to be Nyasha wearing a black mask.

He allegedly assaulted Yao, fracturing her hands before robbing her of a satchel containing the cash.

Her screams attracted neighbours who pursued Nyasha and recovered the bag which they handed to the three cops — Machona, Musiiwa and Mhondiwa.

But the three allegedly released Nyasha and shared with him the balance of US$34 000 after giving a relative of Yao US$26 000.

They turned the people who apprehended Nyasha into accused persons resulting in them being charged with abuse of office.

Further investigations revealed their alleged crime.

Last Goredema prosecuted.
