Nominations to fill three vacancies on the Broadcasting Authority of Zimbabwe board in terms of the Broadcasting Services Act have been called by the Parliament Committee on Standing Rules and Orders.

From those nominated the committee will choose a shortlist of six, and that list then goes to President Mnangagwa who selects the final three.

Nominations have to be submitted to Clerk of Parliament Mr Kennedy Chokuda by January 31 with nominators required to also submit written reasons justifying why their nominee is suitable for appointment.

The functions of BAZ include to; plan and advise on the allocation and distribution of the available frequency spectrum; to advise the Minister of Information, Publicity and Broadcasting Services on the adoption and establishment of standards and codes relating to equipment attached to broadcasting systems; to receive, evaluate and consider applications for the issue of any broadcasting licence or signal carrier licence; to monitor tariffs charged by broadcasting licensees with a view to eliminating unfair business practices and to protect the interests of consumers; and to advise the Minister on ways of improving and promoting a regulatory environment that will facilitate the development of a broadcasting industry in Zimbabwe that is efficient, competitive and responsive to audience needs and the national interest.

Its other responsibilities include to encourage diversity in the control of broadcasting services; to ensure that Zimbabweans have effective control of broadcasting services or systems; to ensure the role of broadcasting services and systems in developing and reflecting a sense of Zimbabwean identity, character and cultural diversity; to promote the provision of high quality and innovative programming by providers of broadcasting services; to encourage providers of commercial and community broadcasting services and systems to be responsive; to the need for a fair and accurate coverage of matters of public interest and for an appropriate coverage of matters of local significance; and to encourage providers of broadcasting services and systems to respect community standards and values in the provision of programme material, among others.

The BAZ board members will be chosen for their integrity, experience and competence in broadcasting issues.

THE upgrading of Forbes Border Post to run 24 hours has been rolled out smoothly, with 51 commercial trucks and 105 people being served on the first night.

Both Forbes and Machipanda border posts are now operating round the clock starting on Monday, thanks to the efforts of Zimbabwean and Mozambican authorities.

Stakeholders welcomed the development, which they said was long overdue, saying it will increase business and revenue inflows for the two countries.

Of late, long winding queues of commercial trucks had become a common sight in Mutare, resulting in congestion, especially along Park Road and the flyover section along the Mutare-Chimanimani Road.

Forbes Border Post, which was initially established as a tourist clearing point before independence, has now evolved to become one of the busiest ports of entry in the country, thanks to its proximity to the busy seaport of Beira.

The border post serves almost half of the SADC region and is clearing about 550 haulage trucks every day.

This week saw Zimbabwe and Mozambique transport authorities holding bilateral meetings on cooperation in transport and infrastructure as they fine-tune modalities for the two border posts to run for 24 hours a day without any glitches.

On Monday, a team of senior and technical officials from the Mozambican Ministry of Transport and Communications arrived in Zimbabwe for the meetings.

The team was led by Permanent Secretary in the Mozambican Ministry of Transport and Communications, Mr Ambrósio Sitoe.

Transport and Infrastructural Development Permanent Secretary, Engineer Joy Makumbe, who is also the chairperson of the Forbes Border Committee on 24-hours Operation, hailed the engagement between Zimbabwe and Mozambique.

Engineer Makumbe said: “This is an opportunity that has presented itself to us as we have quite a number of issues we need to discuss so that we build our economies and move forward. Our bilateral relations continue to be the bedrock for socio-economic development between our two countries.

“In this regard, it is quite fitting for us to have this multi-stakeholder meeting so that we can discuss the interrelated issues that promote integration. These include development in all transport modes to allow for seamless movement of persons and goods across our borders. We are taking a bold step towards upgrading and modernising our border posts.

“This includes the Forbes-Machipanda Border Post, which once complete will be upgraded to a One-Stop Border Post.

“Zimbabwe is landlocked and as a country, Mozambique has continued to provide us with support and facilitation to access the sea through the Beira and Maputo sea ports,” said Engineer Makumbe.

In November last year, President Mnangagwa joined Mozambican President Filipe Nyusi in witnessing the commissioning of the rehabilitated US$200 million Beira-Machipanda railway line.

Speaking at the commissioning of the railway line in Manica, Mozambique, President Mnangagwa said not only would the rehabilitated 318-kilometre railway line reduce transport costs, but it would also ease congestion at Forbes Border Post in Mutare.

Zimra’s corporate affairs executive, Mr Gladman Njanji said: “The roll out started smoothly with 51 commercial trucks being served during the night for both outgoing and incoming cargo. No challenges were encountered as preparations by all border agencies had been done in good time.

“The increased operating time will result in increased volume of trade every day. An expanded working day implies more time for effective staff engagement and that results in operational efficiency.

“Revenue will increase due to an increase in cross-border passage of goods,” said Mr Njanji.

He said on a busy day, they expect to clear 700 incoming trucks and 800 outgoing trucks, all these spread over 24 hours of cross border movement.

Regional immigration officer for the eastern region, Mr Richard Tambandini also confirmed that everything went according to plan on Monday.

“Everything went according to plan and we are happy with this development. Our systems are in place and no challenges were encountered.

“We expect the volumes to increase with time as people become accustomed to the new development,” said Mr Tambandini.

Shipping and Forwarding Agents Association of Zimbabwe’s branch chairperson, Mrs Priscilla Murewanhema welcomed the development and promised that her association will be up to the task.

“We welcome this development as this will reduce congestion at the border. This will also ensure the fast movement of goods. We will also improve all our operational modalities. We are prepared to work 24 hours and ensure that all goods are moved as fast as possible,” she said.

“We hope that Zimra and GMS will also help in improving the lighting system at the Mutare Dry Port as there are some goods that need physical inspection before being cleared,” she said.

A truck driver, Mr Jordan Shava said the extended hours at Forbes Border Post will reduce delays in transporting cargo to and from Beira.

“This is a welcome development. We were spending too much time on the road, especially our ports of entry. Now that Chirundu and Forbes Border Posts are running 24 hours, we will spend less time on the road. This is good for us as we will have more time to rest and be with our families. It is stressful to be away from your family for a long time. This will also reduce the drivers’ fatigue.

“We hope all the border clearing agencies will upgrade their systems so that the cargo clearing is done efficiently,” said Mr Shava.

PRESIDENT Mnangagwa has expressed sadness on the death of the chairperson of United States-based political lobby, the December 12 Movement, Cde Viola Plummer, describing her as a gallant liberation fighter, a true pan-Africanist who stood by Zimbabwe throughout her illustrious life.

Cde Plummer, the co-founder of the Brooklyn-based civil and human rights organisation, died aged 86 on Monday.

In a statement yesterday, President Mnangagwa said Zimbabwe will forever remain grateful and indebted to the great sacrifices that Cde Plummer made for the country.

“It is with a heavy heart that we have learnt of the demise of one of our own, Cde Viola Plummer, chairperson of the December 12 Movement.

“On my behalf, the party Zanu PF and indeed the Government of the Republic of Zimbabwe, I wish to extend our deepest condolences to the Plummer family, the entire December 12 family, and all the revolutionary peoples of the world, for the loss of a great companion and comrade.

“We have been robbed of a gallant liberation fighter, a true Pan-Africanist who stood by us throughout her illustrious life.”

Zanu PF, President Mnangagwa said, first struck a chord with the December 12 Movement in the 1960s, in the formative years of the struggle.

“Since then, an unbreakable bond was created. Cde Viola, and her fellow comrades, including the now departed Cde Coltrane Chimurenga, were drawn into the struggle for black liberation by the desire and commitment to fight the unjust evil system that treated black people as second-class citizens in the United States of America.

“Cde Viola was instrumental and central to the formation of the December 12 Movement, which morphed into an underground liberation movement right in the belly of the beast.”

President Mnangagwa said her journey was one of selflessness and sacrifice, braving all the brutality brought upon her and her movement by the racist US system.

“After realising that their fight for freedom and justice in the US was not going to be completely fruitful without going back to the roots, Cde Viola, Cde Chimurenga and others decided to scan for brotherhood and solidarity with fellow Africans and other global citizens fighting for the freedom of all humanity, and the eradication of the system of racism.

“This strategic move saw Cde Viola and her comrades establishing solid relations not only with the liberation movements in Zimbabwe, but also in Angola, Mozambique, Guinea Bissau, Venezuela and Cuba, to mention a few.

“The December 12 Movement effectively took the African liberation voice deep into the US, albeit under very difficult conditions, and in most cases at the expense of their own personal freedom and prosperity.”

The President also said that the solid solidarity cemented with liberation movements in Zimbabwe in the 1960s was further strengthened when the nation gained political independence in 1980.

“When the West imposed its illegal and inhumane sanctions upon us for taking back our land, the December 12 Movement led by Coltrane Chimurenga as a founding member was the first ‘out of the continent’ group to take up the fight in defence of their motherland.

“Despite the successive US governments’ sustained efforts to specify, isolate and render the movement dysfunctional, the December 12 Movement, under the continued leadership of Cde Viola, stood tall and tough, telling the racist US government to keep its hands off Zimbabwe.

“Owing to Cde Viola’s uncompromising stance, the December 12 Movement literally owned the anti-sanctions campaign in the US.

“Cde Viola and her troops became a regular feature at the United Nations General Assembly where each year they stood firm in defence of Zimbabwe, and played a critical role in countering the feeble but toxic actions of some of our own Zimbabwean nationals who continue to campaign for the West to suffocate us.”

President Mnangagwa also pledged to safeguard the already established strong ties between Zimbabwe and the December 12 Movement.

“In Cde Viola, Cde Chimurenga and the entire December 12 Movement, we had a presence in spaces we could not reach on our own to defend our cause.

“As we mourn our Dear Comrade, we will forever remain grateful and indebted to the great sacrifices that Cde Viola made for our beloved country.

“Her glorious efforts will not be in vain. As Zanu PF and the Government of Zimbabwe, we are going to ensure that the strong relations established between us and the December 12 Movement are safeguarded as we venture into new areas of cooperation.

“My wish is to see the December 12 Movement comrades in the US actively participating in our national economic recovery and growth effort. Zimbabwe is your country, one of your great comrades is buried here and we want to see this relationship grow beyond political solidarity.”

President Mnangagwa said Cde Viola’s legacy as revolutionary would live on.

“We have confidence that within the movement, there remains Comrades who have learnt from the best and are eager to defend the motherland till death. Zanu PF is ready to work with these Cdes in advancing our noble cause for humanity.

“Together, we have a duty to ensure that what Cde Viola died fighting for does see the light of day. To our Sister Viola, we say go well, you fought a good fight. We will carry on the good work that you selflessly gave your life to.”

In 2022, she led a December 12 Movement delegation that was in the country for the 7th Zanu PF People’s Congress.
