President Emmerson Mnangagwa has decried the HIV burden on adolescent girls and women who contribute more than half of new HIV infections.

He was addressing delegates at the official opening of the 22nd bi-annual International Conference on Aids and STIs in Africa (ICASA) in Harare yesterday.

Mnangagwa said there was no room to relax as Aids was not over.

“The 2022 report by the United Nations Aids clearly reflects that Aids continues to claim lives and is a call for continued action. Regrettably, new HIV infections continue to be prevalent among women, who accounted for 63% of all new infections, while new HIV infections among adolescent girls and young women, remain widespread in sub- Saharan Africa,” he said.

Mnangagwa said the pandemic remained one of the salient threats to sustainable socio-economic development.

He said the conference’s theme, Aids is Not Over, Address Inequalities, Accelerate Inclusion and Innovation, was a befitting reminder on the need to remain focused and avoid complacency.

“We must, thus, keep our eyes on the ball and consolidate the milestones we have achieved over the years,” Mnangagwa said.

He said conferences, meetings and workshops were not enough if they were not backed by deliberate and concrete action plans to promote and achieve HIV funding sustainability.

“Here in Zimbabwe, the National Aids Trust Fund has contributed over 30% of all our treatment needs and financed various prevention and co-ordination interventions. We are available to share key lessons learnt, through this approach,” he said.

Speaking at the same event, UN resident co-ordinator Edward Kallon said while Zimbabwe had made commendable progress in the fight against the HIV epidemic and STIs, as in other countries, there are still numerous challenges to overcome in achieving the goal of ending Aids and STIs.

“These challenges include disparities in access to HIV services based on age, gender and geography. Adolescent girls and young women are disproportionately affected by new infections, while children and key populations have limited access to services. The national-scale implementation of programmes targeting these groups is yet to be achieved.”

“As we deliberate on ICASA, comprehensive and reliable funding, as well as capacity-building support, are critical to delivering inclusive and quality services. Furthermore, creating an enabling environment that facilitates community involvement in decision-making and protects the human rights of all, especially marginalised and key populations, is of paramount importance,” he said.

Kallon said HIV/Aids remained a threat to socioeconomic progress and had the potential to destabilise society and hinder human development.

“Addressing the underlying factors contributing to the spread of HIV, such as gender inequality and practices that perpetuate sexual and gender-based violence, is crucial,” he said.

Over 4 000 delegates are in the country for the conference which ends this weekend.

Additionally, about 2 000 others are following proceedings online from over 100 countries.

The conference is the second to be hosted by Zimbabwe within a decade, the first conference was held in 2015 at the same venue.

SELF-PROCLAIMED Citizens Coalition for Change (CCC) interim secretary-general, Sengezo Tshabangu has refuted claims that he is working with the ruling Zanu PF party to rip the opposition outfit apart.

Tshabangu recalled 14 CCC legislators and more than 17 CCC councillors claiming that they had ceased to be members of the party with critics labelling him a Zanu PF member.

However, speaking to Alpha Media Holdings chairman Trevor Ncube on the platform In Conversation with Trevor, Tshabangu said he was a legitimate member of the opposition party.

“CCC is an offshoot of the MDC Alliance, we never came from heaven, we were born by MDC-A. The same process that really appointed president Nelson Chamisa to be the presidential candidate of the CCC is the same process in which I was elected (that is), the strategic ambiguity,” he said.

Tshabangu said he recalled CCC legislators and councillors to clean up the mess in the party which made it lose the August 2023 general elections.

“We lost the elections because of the strategic ambiguity. We did not fill and train the polling agents. We had the money to do that but somehow the criminals around president (Chamisa) squandered the money.

“Let us pick ourselves and look at the election, how did we lose the elections… so that by the time we get to 2028 we have got an oiled machine which is an alternative.

“The elections are gone, so we should rather put our house in order before 2028, we should not wait for 2028 and raise these issues.”

He said the party needed to discuss issues affecting it so as to build a force and introspect and see the gaps that can be closed for the movement to move forward.

CCC was formed last year by Nelson Chamisa after Douglas Mwonzora snatched the MDC Alliance party, including its symbols and emblems from him.

ZIMRE Holdings Limited (ZHL) has combined its two Botswana reinsurance businesses after changes to the law enabled it to underwrite domestic business.

The two units, Emeritus Reinsurance Botswana and Emeritus Reinsurance International, have been combined under the flagship of EmeritusRe International.

This comes as recent changes in law now allow International Financial Condition Standard (IFCS) businesses to underwrite domestic business.

ZHL is the majority shareholder in Emeritus International with a stake of over 50% and the ownership structure allows ZHL to exert significant influence over the operations and strategic direction of the company.

Emeritus International Reinsurance Company was formed in Botswana in 2010 as an IFCS company and as the holding company for all the group’s reinsurance companies outside Zimbabwe.

Speaking at the amalgamation ceremony in Botswana recently, Emeritus International managing director Patience Marwiro said as an IFCS company, the law barred it from writing domestic business in Botswana.

Hence, she said there was need for the formation of First Reinsurance Company, later renamed Emeritus Reinsurance Company in 2018.

“Recent changes in the law have allowed the IFCS companies to write domestic business. There is, therefore, no need for the two separate entities in Botswana, hence the recent amalgamation which takes effect on January 1, 2024,” Marwiro said.

“The operational company in Botswana will be Emeritus International, a holding company with subsidiaries in Malawi, Zambia and Mozambique, plus an investment footprint in Kenya, Uganda and Eswatini.”

Marwiro added that the amalgamation signified a new chapter in the group’s journey, a new chapter as the strategic move allowed it to underwrite more business, explore new product offerings and enhance its market presence.

“Rest assured, this amalgamation will not disrupt our operations. Instead, it will fortify our capabilities and offerings. What Botswana and our wider clientele should expect from Emeritus Reinsurance is an even more robust and innovative approach to meeting your reinsurance needs,” she said.

The unbundling exercise of the ZHL group enabled the reinsurance arm to thrive in various countries as Baobab (Zim), FirstRe, MozRe, Malawi Re and ZamRe.

The company rebranded the reinsurance arm to the mono brand Emeritus Reinsurance in 2018.

“Our strategic partnerships across African markets have bestowed upon us a unique understanding of diverse landscapes in our chosen markets,” ZHL group chief executive officer Stanley Kudenga said.

“With our recent amalgamation with Emeritus International Reinsurance Company Limited, our balance sheet has grown, providing us with the resources to not only continue but to exceed prior expectations. What this means to our valued clientele is that we are better equipped to meet your reinsurance needs.”
