TWO-HUNDRED-AND-FORTY-TWO people living in the Diaspora have since last week successfully applied and obtained their passports.

Last week, the Government authorised the Civil Registry Department to charge US$318 for passports in respect of those in the Diaspora, while local charges remained unchanged.

In an interview yesterday, Home Affairs and Cultural Heritage Minister Kazembe Kazembe confirmed the developments.

“In respect of those in the Diaspora, the process is working very well and we have been seeing an overwhelming response.

“Last Thursday, we received about 47 people that applied and they successfully collected their passports within 24 hours; that was on the following day. And last Friday, we received about 195 people who applied and they will collect their passports today (yesterday),” he said.

Minister Kazembe said the local fees remained unchanged, despite false reports yesterday that the Government had increased the charges.

The reports followed fake messages circulating on social media that passport fees for locally-based Zimbabweans had been reviewed. The fake messages said locals were now being charged $530 for an ordinary passport, $3 180 for an urgent passport and $2 000 for a passport issued in three weeks.

Minister Kazembe said there were procedures that had to be followed first before new charges for local passports could be approved.

“The local prices have not changed. We are not trying to make profits out of it. Passports are documents that our citizens are supposed to have. So, Government will still subsidise them, but we are simply saying the fees that people are paying right now are not sustainable but they (charges) have not gone up as yet. No!” he said.

The minister said details on the implementation of an increase are being worked out by the Civil Registry Department in consultation with other stakeholders.

DETHRONED Ntabazinduna Chief Nhlanhlayamangwe Ndiweni’s lawyer Dumisani Dube yesterday blocked Umguza district development co-ordinator (DDC) Tapiwa Zivovoyi from collecting the former chief’s government-issued vehicle and the traditional regalia in his absence.

Ndiweni was dethroned by President Emmerson Mnangagwa’s government with effect from November 30 on the grounds that he was not the rightful heir to the throne.

Yesterday, Dube confirmed to Southern Eye that on Saturday the DDC went with the police to Ndiweni’s homestead intending to collect the official vehicle and traditional regalia, but failed to do so because Ndiweni was not present.

Yesterday, the DDC was supposed to go with his team to Ndiweni’s homestead again.

“The chief is in South Africa. At 10am, I was at the DDC’s office. I met with DDC today (yesterday) to get official communication from the government regarding the dismissal of Chief Ndiweni and he (DDC) made me a copy,” Dube said.

“I also advised them not to repeat what happened on Saturday when he (DDC) went with riot police to collect the chiefs’ regalia and vehicle when he is still outside the country. He (DDC) advised that he would wait and communicate the position from government on what to do.”

Zivovoyi confirmed meeting Dube yesterday. He indicated that they will wait for Ndiweni’s return.

“Yes, we met him. In fact, how can we collect the property if he (Ndiweni) is not around. He is the only person who must give us, we will wait for him,” Zivovoyi said.

Matabeleland Chief’s Council recently referred the dispute concerning the Ndiweni chieftainship to the Ndiweni clan which endorsed Nhlanhlayemangwe as the authentic heir to the throne.

However, Mnangagwa’s office sent a letter dethroning Ndiweni as chief.

FORMER South African President Thabo Mbeki held talks with President Emmerson Mnangagwa and opposition MDC leader Nelson Chamisa in Harare yesterday amid speculation that he had come to initiate talks between Zanu PF and MDC to resolve the deepening socio-economic crisis in the country.

After the meeting, Mbeki said he was happy with what Mnangagwa was doing to resolve the country’s crisis.

“I am very glad with what the President of the country is doing to respond to the challenges and I think it is very important that the (Sadc) region comes behind the President and the country because the challenges of the country are our challenges,” he said.

“As you know, we all of us have a responsibility to help one another, to the extent that if there is anything we can do to the President and the government and the country, we would want to do that.”

Zimbabwe is experiencing a grave economic crisis for the second time in a decade, triggered by the controversial 2018 elections won by Mnangagwa following a court challenge.

Mnangagwa is suffering a legitimacy crisis after Chamisa refused to accept the result.

The Zanu PF leader failed to bring Chamisa to the negotiating table through the Political Actors Dialogue, which brings together all presidential candidates in last year’s polls.

Chamisa has been pushing for foreign mediation, but Zanu PF had insisted on local mediation led by the National Peace and Reconciliation Commission.

But Mbeki yesterday, after being asked what his message was to opposition parties in the region that reject poll outcomes, said aggrieved parties should respect the will of the people.

“Well normally, we all say, we must all of us respect the view of the people. People have got queries, they must go to the courts. Once the court makes the ruling, we all have to respect that,” he said.

Mnangagwa and Mbeki’s meeting came after churches met South African President Cyril Ramaphosa last week and expressed concern over the deteriorating socio-economic situation in the country.

The Zimbabwe Council of Churches pleaded with Ramaphosa to assist in finding a lasting solution to Zimbabwe.

Mbeki in 2008 led a Sadc process that consummated a unity government between former President Robert Mugabe and MDC leader Morgan Tsvangirai (both now late) after the country was plunged into a crisis following the 2008 bloody presidential run-off.

But the MDC has been accusing him of negotiating the deal in bad faith to give Mugabe an advantage.
Sources confirmed the meeting between Chamisa and Mbeki that reportedly went for hours, but details were still sketchy last night.

It emerged that Mbeki sought to break the impasse between Chamisa and Mnangagwa, who have not met since the July 31 elections last year.

The sources said Mbeki wanted to understand the crisis in the country and how to have Zimbabweans work together.

VICE-PRESIDENT Constantino Chiwenga’s wife, Marry, was yesterday charged with attempting to kill her husband while he was on life support at a South African hospital.

Marry, represented by Taona Nyamakura of Mtetwa and Nyambirai Legal Practitioners, appeared before Deputy Chief Magistrate Christen Mberewere, who remanded her in custody to December 30 on the attempted murder charge and advised her to apply for bail at the High Court.

She was also denied bail on fraud and externalisation charges and remanded to December 30.
Prosecutor Michael Reza appeared for the State.

The complainant in the matter is the Vice-President.

Allegations are that in June this year, an ill Chiwenga was airlifted to South Africa to seek medical attention, but the former top model forced him to stay in a hotel in Pretoria for 24 hours without taking him to hospital.

The State alleges that it only took the intervention of the former army commander’s security team, which forced her to take him to a medical facility identified in the court papers as Netcare Hospital.

It is at the facility that Marry allegedly attempted to kill Chiwenga.

“Upon his admission at the hospital, the complainant was inserted with intra-venous giving set as well as central venous catheter in order to sustain his life. Some weeks later, the complainant was transferred to a private ward, where he was under 24-hour monitoring by doctors and his security personnel,” the court papers read in part.
A central venous catheter, also known as a central line, is a tube that doctors place in a large vein in the neck, chest, groin, or arm to give fluids, blood, or medications or to do medical tests quickly.

“During the time the complainant was admitted at the hospital, he was helpless and would rely on medical staff and the security personnel whenever he was moving from one point to the other,” the court papers read.

“On July 8, 2019, at about 2000hrs, the accused came to the hospital with the intent to cause serious harm to the complainant. She ordered the security personnel to excuse her alleging that she wanted privacy with the complainant inside the ward.

“While alone with the complainant, the accused person unlawfully removed the medical intra-venous giving set as well as central venous catheter which were inserted to the complainant and the complainant started bleeding profusely.

“The accused forced the complainant off the bed and, held him by the hand and moved out from the ward before being intercepted by the security personnel at the exit door. The hospital staff was called by the security personnel and they reconnected the intra-venous giving set as well as central venous catheter and resuscitated the condition of the complainant.”

The court heard that Marry immediately disappeared from the hospital.

It emerged in court that Marry has several cases being investigated, including alleged abuse of Mushamukadzi funds, misrepresenting that winners of the Miss Zimbabwe pageant that she used to run had won vehicles yet the vehicles were registered in her name, among other charges.

Reza said investigations were in their infancy, adding more charges would be pressed against her.
“They are investigating her on how she handled funds from Mushamukadzi, an organisation she previously headed. They are investigating cases where (when) security details travelled outside the country, they were entitled to per diem in foreign currency, (but) the accused person would take the money. The statements from these witnesses have not been recorded,” Reza said.

In opposing bail, the State argued that Marry had not succeeded in her earlier attempt to kill the former army boss and given a chance, she would be determined to finish him off.

“The accused has been placed on remand for attempted murder, meaning her mission in South Africa was not completed. She didn’t succeed in killing the Vice-President of this country, meaning she has unfulfilled business with her husband. If released on bail, she will most likely go all out to ensure that the mission aborted by security personnel, firstly, when they had to use force to get the complainant out of her hotel to a hospital and, secondly, when she allegedly removed life support, she will persist with that mission,” Reza said.

The investigating officer in the fraud and externalisation cases, Victor Masimba, of the Zimbabwe Anti-Corruption Commission, also opposed bail, but not before he was cornered by Nyamakura after conceding they arrested Marry without concluding investigations.

Nyamakura hinted to the court that Chiwenga was fighting for the properties bought in South Africa by Marry that form part of the charges.

“If the Vice-President is claiming (in the divorce case), would it be okay to say he is claiming proceeds of the crime,” Nyamakura asked, to which Masimba responded that he was not aware of the divorce case between Chiwenga and his estranged wife.

Nyamakura also said Marry herself was a victim of an assassination attempt, which has created problems with her health, including swollen hands that were also visible when she appeared in court yesterday.

Marry was arrested on Saturday and charged with fraud, externalisation and money-laundering involving more than US$1,9 million.

She is accused of financing a flashy lifestyle, buying top-of-the-range vehicles and houses in South Africa after faking invoices through her employees and friends.

The former top model, previously married to ex-footballer Shingi Kawondera, is also accused of fraud by misrepresenting to court officials that her husband had consented to a wedding ceremony when, in fact, he had not as he was bedridden, and externalising money to South Africa and China between October 2018 and May 2019.
