ZIMBABWE and Namibia have stepped up efforts to strengthen workplace safety and labour inspection systems through enhanced bilateral cooperation, with officials from the two countries meeting in Bulawayo this week to share best practices and advance the implementation of the 2020 labour and employment agreement.
An eight-member delegation from Namibia’s Ministry of Justice and Labour Relations is in the city, participating in the Zimbabwe-Namibia Labour Inspection and Occupational Health and Safety Engagement alongside officials from Zimbabwe’s Ministry of Public Service, Labour and Social Welfare, the National Social Security Authority (NSSA) and labour inspectors.
Opening the meeting yesterday, Permanent Secretary in the Ministry of Public Service, Labour and Social Welfare, Mr Pfungwa Kunaka, who was represented by the Ministry’s Director of Labour, Mr Clement Zondile Vusani, emphasised the importance of bilateral cooperation in addressing labour matters between the two countries.
“This engagement builds on the strong momentum established through our previous collaborative initiatives, notably the successful Labour Dispute Resolution Workshop hosted by Zimbabwe and the Labour Inspection Exchange Programme hosted by Namibia,” he said.
Mr Kunaka said the engagements have also demonstrated the value of peer learning, technical cooperation and the exchange of best practices in addressing common labour market challenges.
“They have also laid a solid foundation for continued promotion of regional integration in the fields of employment and labour.”
The two countries have both ratified the Fundamental International Labour Organisation (ILO) Conventions, demonstrating their collective resolve to uphold the fundamental principles and rights at work.
The convention recognises freedom of association and the effective recognition of the right to collective bargaining, the elimination of forced labour and the abolition of child labour, the elimination of discrimination in employment and occupation, and the promotion of safe and healthy working environments.
“Our challenge now is to continue translating these international commitments into effective national policies, robust institutions and practical interventions that improve the lives and livelihoods of our workers and employers,” said Mr Kunaka.
“The importance of bilateral cooperation in labour administration cannot be overstated. Our countries face many common opportunities and challenges, including the growth of the informal economy, evolving workplace risks, changing patterns of employment types and relations, technological advancements and the need to strengthen labour market institutions.”
Through collaboration, the two countries are set to benefit by sharing experiences, technical expertise and innovative approaches.
“Equally important is our shared objective of facilitating the transition from informality to formality as guided by the ILO Recommendation 204,” said Mr Kunaka.
“Given that a substantial proportion of our workforce of more than 50 percent is engaged in the informal sector, formalisation presents an opportunity to extend decent work, strengthen the protection of labour rights and improve access to social security and occupational safety and health services.
“It also enhances productivity, broadens the tax revenue base, increases domestic financial flows and strengthens the capacity of our Governments to invest in quality public services and sustainable development for all.”
Mr Kunaka also encouraged participants to engage openly, exchange knowledge freely and develop practical recommendations that will strengthen labour administration in both countries.
Head of the Namibian delegation, who is also the Acting Director Labour Services in the Ministry of Justice and Labour Relations, Ms Petrina Nghidengwa, said cooperation between the two ministries was grounded on a longstanding friendship and solidarity between the two countries.
“Labour inspection and occupational safety and health are indispensable components of effective labour administration. They play a critical role in promoting compliance with labour legislation, safeguarding the rights and welfare of workers, preventing workplace accidents and occupational diseases, and fostering productive, safe and healthy working environments,” she said.
Ms Nghidengwa said the world of work is rapidly evolving with the growth of the informal sector.
“The multifaceted challenges in the labour market become increasingly complex.
“The growth of the informal economy, where traditional employment contracts do not exist, has transformed workplaces into a hybrid format,” she said.
“We’re no longer bound to fixed workplaces; we’re required to protect workers in platform economy activity facilitated by digital technology,” she said

Zimbabwe recorded an 84 percent surge in mineral export revenues during the first half of 2026, generating a record US$2,532 billion from US$1,376 billion in the same period last year, the latest official statistics show.
In a statement, Minerals Marketing Corporation of Zimbabwe (MMCZ) general manager, Dr Nomsa Moyo, attributed the sharp revenue increase to rising global market demand, favourable commodity prices and the practical implementation of Zimbabwe’s domestic mineral processing policy.
The earnings represent the largest half-year mineral export figure recorded by MMCZ for the first half (H1) of any year.
MMCZ is the State-owned exclusive marketer of all minerals, except gold and silver, which fall under the purview of the Reserve Bank of Zimbabwe (RBZ) through its buying and refining arm, Fidelity Gold Refinery.
“The US$2,5 billion recorded demonstrates the impact of the beneficiation and value addition policy,” said Dr Moyo.
“Based on the market trends and performance of our key mineral commodities, we are confident of surpassing our projected annual revenue this year.”
Three primary export commodities dominated performance, collectively generating more than 74 percent of the total revenue.
Platinum Group Metals remained MMCZ’s primary revenue stream, contributing 33,93 percent of the overall export value.
Spodumene concentrates accounted for 26,57 percent of total earnings while PGM concentrates contributed 13,73 percent to total sales.
The performance underscores Zimbabwe’s positioning as a strategic international supplier of PGMs and battery raw materials, anchoring the global transition towards renewable energy and electric vehicles.
Another notable highlight of the first half performance was the growing footprint of lithium sulphate.
In April this year, Zimbabwe officially entered the midstream market by dispatching Africa’s first-ever export consignment of lithium sulphate from the newly commissioned US$400 million Prospect Lithium facility in Goromonzi.
According to data from the Zimbabwe Lithium Association, the output of high-value lithium sulphate is projected to climb steadily from 130 000 tonnes in 2026 to 169 000 tonnes in 2027, before surging to 264 000 tonnes in 2028, 312 000 tonnes in 2029, and reaching a peak of 344 000 tonnes by 2030.
The processing surge comes as primary extraction figures adapt to Government mandate changes, with raw spodumene ore production expected to drop from 963 049,58 tonnes in 2026 to 467 000 tonnes in 2027.
Similarly, early-stage spodumene concentrate output is forecast to decrease from 1,22 million tonnes in 2026 to 636 090 tonnes in 2027 as operations prioritise internal chemical processing over raw exports.
Unlike unrefined ore, lithium sulphate undergoes extensive in-country processing prior to shipment, enabling the country to retain greater value within the battery material supply chain.
Dr Moyo noted that the emergence of processed lithium represents a concrete step towards establishing Zimbabwe as a regional battery mineral processing hub.
The shift aligns with the Government’s Vision 2030 agenda focused on industrialisation and higher-value exports, including ferrochrome, finished steel and polished granite slabs.
“The results confirm that success in the mineral sector is no longer measured simply by export volumes, but by the value realised from every tonne exported,” said Dr Moyo.
“We are increasingly exporting products such as ferrochrome, steel, polished granite slabs and lithium sulphate, which command significantly higher values than unprocessed minerals.
“This aligns with the Government’s Vision 2030 objective of accelerating beneficiation, industrialisation and sustainable economic growth,” she said.
Beyond facilitating mineral exports, MMCZ is reinforcing mineral accountability and revenue assurance through enhanced contract monitoring, price verification, mineral valuation and inspection systems.
“MMCZ is investing in digitalisation and laboratory capacity to improve transparency, traceability and mineral accounting across the export value chain.
“These investments are expected to further safeguard national mineral revenues while improving the efficiency and integrity of Zimbabwe’s mineral marketing system,” Dr Moyo said.

THE 2026 auction tobacco marketing season will officially close on July 31, with Zimbabwe maintaining strong sales volumes to sustain its position as one of the world’s leading producers of flue-cured tobacco.
Contract sales will continue until contractors have finished buying the crop from their growers.
This was confirmed by the Tobacco Industry and Marketing Board (TIMB) in a statement to the industry stakeholders.
TIMB chief executive, Mr Emmanuel Matsvaire, said growers with unsold tobacco after the closing date could deliver it to any auction floor for mop-up sales scheduled for August 2026.
“All auction floors will officially close on Friday, July 31, 2026. Mop-up sales will be conducted on August 5 and 6, 2026. Contract sales will continue until individual contractors have completed receiving tobacco deliveries from their contracted growers,” said Mr Matsvaire.
He described the marketing season as a success despite the challenges experienced.
“The 2026 tobacco marketing season has generally been successful, notwithstanding the challenges experienced during the early stages of the marketing period.
“By day 93, Zimbabwe had sold over 353 million kilogrammes of tobacco, representing a 2 percent increase over the corresponding period last year, demonstrating the resilience of the country’s tobacco sector and the continued confidence of growers in tobacco production,” he said.
According to the TIMB statistics, by day 93, farmers had sold 353.8 million kilogrammes valued at US$882.4 million compared to 347 million kg worth US$1 billion during the same period last year.
Prices have not been favourable this season, with the average price coming in at US$2.49 per kg compared to US$3.33 per kg in the same period last year.
The highest price recorded this season was US$5.75 compared US$6.30 per kg last year.
“The season was characterised by a challenging global market environment, with increased tobacco supply in major producing countries, higher carry-over stocks from previous seasons and subdued international demand, all of which exerted downward pressure on prices.
“Locally, lower prices recorded at the beginning of the season were also influenced by limited buyer participation and reduced competition.
‘‘As more buyers entered the market and competition improved, tobacco prices strengthened and market conditions became more favourable,” he said.
Mr Matsvaire said despite these headwinds, Zimbabwe maintained strong sales volumes, continued to attract buyer participation and sustained its position as one of the world’s leading producers of flue-cured tobacco.
“As preparations for the 2026/27 production season gather momentum, TIMB encourages growers to prioritise productivity and quality rather than expanding hectarage.
“Farmers should use certified tobacco seed varieties developed by Kutsaga that are best suited to the agro-ecological conditions of their respective areas,” he said.
Given the increasing frequency of droughts and climate variability, growers are also encouraged to plan for adequate water supplies for the entire production cycle, invest in water harvesting and storage, and adopt water conservation practices to improve resilience and sustain productivity.
“Farmers should continue to adhere to recommended agronomic practices and ensure proper curing, grading and presentation of their crop.
‘‘In an increasingly quality-driven global market, improved productivity, lower production costs and the production of high-quality tobacco remain the most sustainable pathway to higher incomes and long-term competitiveness,” he said.
Zimbabwe is the fifth largest tobacco producer globally – a position it has earned through the hard work of over 140 000 active farmers and the resilience of all value chain players.
