POSTAL and Telecommunications Regulatory Authority (Potraz) director-general Gift Kallisto Machengete has successfully applied for the temporary release of his passport to allow him to travel for a scheduled government conference in Tanzania.
Machengete is accused of violating the provisions of the Procurement Act after the State dropped the $1,4 million criminal abuse charge last week.
Machengete had sought to have his passport released from yesterday till April 16.
However, prosecutor Zivanai Macharaga objected, saying there was no Cabinet approval authorising Machengete to travel till April 16 as the conference he is attending ends on March 30.
“There is no Cabinet approval … unless he avails documents supporting that he has to travel till April the 16th,” Macharaga said.
Macharaga, however, consented Machengete be given his passport till March 30 to attend the workshop in Tanzania which is already underway.
“The accused person has demonstrated that he is able to surrender his passport after it was released to him when he travelled to Barcelona,” he said.
Machengete will be back on April 5 for trial.

FORMER Victoria Falls mayor Sifiso Mpofu who was arrested and found in possession of ivory was awarded temporary freedom after he was released on bail.
Mpofu, 42, who was also found in possession of a loaded pistol tucked in his waistband was arrested alongside two of his accomplices Milton Sibindi, 47 and Phathiso Sibindi, 49.
After their successive bid to get bail failed when they appeared at the Victoria Falls Magistrates’ Courts, the trio through their lawyers Thulani Nkala of Dube and Nkala legal practitioners turned to the High Court for recourse.
Judge Justice Martin Makonese granted each of them $500 bail accompanied by stringent conditions.
The trio are facing charges of violating Section 82(1) of the Parks and Wildlife General Regulations Statutory Instrument 362/1990, as read with section 128(b) of the Parks and Wildlife Act, which criminalises unlawful possession of raw ivory.
Eleven elephant tusks were recovered from the former mayor’s home during the raid.

Mobile Operator Telecel Zimbabwe has donated groceries and clothing worth over $50 000 towards Cyclone Idai relief efforts.

Moved by the loss of life, injuries and damage to infrastructure caused by Cyclone Idai, Telecel has set up a merchant code 217105 on telecash where Telecel subscribers can send cash donations. All they have to do is dial *888# and choose option 5 and then option 2 and then follow prompts.
As at 25 March, a total of $6 500 had been raised via Telecash. Telecel has matched the total individual donations made to this merchant code dollar for dollar thus raising a total of $13 000. Over and above the total $13 000 raised, Telecel Zimbabwe has added a further $7 000 culminating in a grand total of $20 000, which has been used to buy various groceries and other much needed relief items.
Telecel CEO Mrs Angeline Vere thanked Telecel subscribers and Telecel staff who responded overwhelmingly to the call for donations.
“I am greatly humbled by the spirit of togetherness shown by Telecel customers, staff and Zimbabwean citizens at large, who provided much needed assistance in cash and kind during this tragic period to victims of Cyclone Idai,” she said.
Telecel has set up collection centres at all its retail shops nationwide where to date 35 bales of clothing have been collected. Various commodities such as mealie-meal, cooking oil, sanitary wear and other groceries have also been donated by well-wishers.
The first batch of donations have been dispatched from the Telecel Head Office and sent to Chimanimani using a dedicated Telecel truck where the donated goods have been handed over to authorities coordinating the relief efforts in affected areas. Well-wishers can continue to send their donations to Telecel retail shops across the country or send cash donations via telecash to merchant code 217105.
Meanwhile, all Telecel base stations in areas affected by Cyclone Idai are now up and running, except for only two which are difficult to reach because of access roads that have been rendered inoperable. Efforts are being made by telecel engineers to refuel generators consistently and timeously for base stations that are currently not on the power grid to ensure consistent network availability for communications.
Emergency calls, made for free, to 112 using Telecel lines in all affected areas have now been re-directed to designated command centres to ensure that anyone in need of assistance gets the necessary help timeously.

ONLY four out of 11 wetlands in Gokwe North are still functional with the rest having been depleted by stream bank cultivation.
In an interview with the Daily News, Environmental Management Agency (Ema) district environmental officer Allan Machenjedze said because the region is dry many people opt to farm where water is easily accessible and available.
The depletion of wetlands comes as most of the rivers in Gokwe North have dried up because of drought.
“We have asked the community to employ indigenous knowledge systems by not using modern water harvesting tools which damage the wetlands. Traditional systems are more conservative to water and do not damage the natural ecosystems of the area,” Machenjedze said.
He said Ema had issued out 10 orders against stream bank cultivation as a way to protect the water sources but if the residents did not heed the orders more drastic actions would be taken.
“If the people fail to comply with the orders, we will engage the Zimbabwe Republic Police to open dockets for them so that they are arrested and tried at the courts of law. So far there has been 75 percent compliance with the orders so we have not yet dragged anyone to court,” he said.
Ema Midlands province publicity officer Simon Musasiwa said there is also need to work with traditional leaders on the importance of protecting wetlands.
Musasiwa said through such interaction, there will be effective development and implementation of by-laws that enable wetlands to be preserved for their original purposes.
“Ema can only issue tickets up to $5 000 however, most of the damage that occurs on wetlands amounts to more than that, which is why we later resort to take the legal route of courts. For issues that may be difficult to handle we go through the Environment ministry after engaging with the environmental criminals,” Musasiwa said.
Zimbabwe Lawyers for Human Rights (ZLHR) counsel Fiona Iliff said gazetting of wetlands is the only way the water reservoirs can be protected.
“We are asking that the legislators gazette the wetlands in the country otherwise they will all be destroyed by various forms of developments. Previously they were slightly recognised, however, a court case involving Augur Investments scrapped their importance due to a technicality.”
“Zimbabwe signed and approved the Ramsar Convention on January 3, 2013 and even approved seven Ramsar sites in Zimbabwe.
“Zimbabwe is obligated to domesticate the Ramsar Convention in our environmental laws. To only issue fines and warnings against offenders is obviously proving not to work as we continue to see wetlands being destroyed,” Iliff said.
