THE Office of the Attorney-General has managed to recruit additional staff for its Legislative Drafting Department following the release of funds by Treasury, raising expectations that the country will be able to both expeditiously draft proposed new legislation and align the outstanding 16 pieces of legislation to the Constitution.

The intervention by the Government has seen the department’s staff complement increase from seven in 2024 to 21 as of February this year.

Over the years, the department had experienced a decline in staffing levels due to brain drain. In his 2025 State of the Nation Address, President Mnangagwa called for the urgent acceleration of aligning existing laws with the Constitution of Zimbabwe.

Attorney-General Mrs Virginia Mabiza told The Sunday Mail that the Government is taking several measures to enhance legislative drafting capacity.

“The Office of the Attorney-General of Zimbabwe received Treasury concurrence to recruit additional legal personnel,” she said, adding that “the additional personnel will assist in addressing the growing workload and in enhancing the efficiency and quality of legal services provided by the office”.

Mrs Mabiza said only 16 pieces of legislation out of an initial 204 identified are yet to be aligned with the new Constitution.

To strengthen the department’s staffing levels, she said 12 State attorneys who were previously assigned to various Government ministries have been reassigned to the Legislative Drafting Department.

Additionally, two new State attorneys have been recruited directly.

Further, Mrs Mabiza highlighted that an office will be opened in Midlands province this year. Presently, the AG has an office in five provinces — Harare, Masvingo, Manicaland, Mashonaland West and Bulawayo.

Mrs Mabiza said the remaining offices would be rolled out between 2027 and 2030. In terms of the ongoing Gukurahundi hearings, Mrs Mabiza said a total of 25 072 submissions had been recorded as of March 10, 2026.

Of these, 13 700 submissions (54,64 percent) are from Matabeleland North province, while 11 372 submissions (45,36 percent) are from Matabeleland South province. In terms of gender distribution, 15 228 submissions (60,74 percent) were made by female participants, while 9 844 submissions (39,26 percent) were made by male participants.
