ABOUT 65 000 residents in Chitungwiza, Southlea Park and Epworth will soon receive title deeds under the Kwangu/Ngakwami Presidential Title Deeds Programme, which is now in full swing.
More than 4 500 title deeds will be issued to beneficiaries in Epworth tentatively this month.
In Chitungwiza and Southlea Park, field offices have been set up for processing of residents’ applications.
As part of a new innovation to make the process convenient, beneficiaries can begin the application process using a WhatsApp chatbot number (0787 590 569).
Harare Metropolitan Provincial Affairs and Devolution Minister Charles Tavengwa told The Sunday Mail that the Kwangu/Ngakwami Presidential Title Deeds Programme has now moved to the implementation stage.
“Chitungwiza’s title deeds programme has transitioned from just being set up to implementation and rollout. There are over 55 000 longstanding municipal tenants in Chitungwiza, and issuance of their title deeds will commence this month,” he said.
“Phase One of the programme in Southlea Park is targeting 9 600 beneficiaries and has been officially activated. In Epworth, over 2 000 title deeds are in production and slated for issuance this month, while another 2 500 documents will soon be issued in Glenwood and Glenwood Extension (also in Epworth).”
The issuing of the documents, Minister Tavengwa said, is expected to be seamless after glitches that were affecting the process were fixed.
“Since the launch of the programme, a lot of challenges had to be addressed. In most informal settlements, such as Epworth, authorities had to deal with issues of double allocations, outstanding surveys, inaccurate records and disinformation from land barons,” he said.
In August last year, the Chitungwiza Town Council resolved to implement the title deeds programme.
The local authority subsequently signed a memorandum of agreement on September 13, 2024.
Chitungwiza Mayor Councillor Rosaria Mangoma said the exercise was a milestone for the residents.
“This milestone is expected to have a positive impact on the lives of Chitungwiza residents, enabling them to access financial services and improve their overall well-being,” he said.Southlea Park settlement is administered by the Order Housing Consortium comprising 56 companies from both the public and private sectors.
Engineering designs for water and sewerage reticulation, roads and storm water drainage were recently completed.
Engineer Elijah Chifamba, who is working on designs for Southlea Park, said residents will have access to municipal water through the Water Demand Management Programme.
Under this programme, storage sites are filled with water weekly for residents.
“Engineering designs have been completed and are now awaiting submission to and approval by the City of Harare. A new sewage treatment plant will be constructed at a site on the northern banks of the Manyame River, approximately eight kilometres from Southlea Park,” Eng Chifamba added.
“Engineering designs for a state-of-the-art plant that will use advanced wastewater treatment technology have been made and drawings are ready for submission. The drawings of a major trunk sewer . . . that will be constructed in a planned trunk sewer corridor are also complete.”
Plans are also underway to provide bulk water from the existing City of Harare water supply network through a 13km gravity water main that will feed twin reservoirs at Hopley from existing reservoirs in Lochinvar.
The Presidential Title Deeds Programme was launched in Epworth in 2023, where President Mnangagwa handed over title deeds to dozens of homeowners.
