As back-to-school preparations intensify ahead of the opening of schools on Tuesday, the Consumer Protection Commission (CPC) has urged parents and guardians not to succumb to pressure or be coerced into purchasing goods or services they do not want or cannot afford from within schools and designated outlets at inflated prices.

In a statement on Sunday, the Commission expressed concern over reports of illegal practices by some schools during the back-to-school period.

“The Consumer Protection Commission has noted with concern reports of illegal practices by some schools, which are forcing parents to buy school uniforms or school materials from within the school and designated outlets at inflated prices.

“Such practices constitute unfair trade practices and violate consumers’ right to choose as protected by the Consumer Protection Act, in particular Section 18(1), where ‘every consumer has a right to choose goods or services of their preferred choice without any undue influence or pressure from suppliers of goods or services’.”

The Commission urged parents and guardians to be aware of their rights as consumers as they prepare for the new academic term.

“CPC, therefore, urges parents and guardians to remain vigilant and informed of their fundamental rights as protected by law as they undertake back-to-school shopping for the new academic term. Consumers are advised not to be forced or coerced into purchasing goods or services they do not want or cannot afford.”

The CPC further emphasised that schools are not allowed to dictate where parents should buy uniforms, stationery or other school requirements.

“In particular, the Commission emphasises that schools are not permitted to mandate parents or guardians to purchase uniforms, stationery or other school requirements from specific suppliers. Parents are free to choose suppliers that best suit their preferences, budgets and convenience, provided that the items meet the general specifications set by the school.”

The Commission called on consumers to report any unfair or illegal conduct encountered during the back-to-school season.

“The Commission urges consumers who encounter unfair practices, misleading information or coercion during back-to-school shopping to report such matters to the Consumer Protection Commission through its offices or official communication platforms.”

Reaffirming its mandate, the CPC said it remains committed to protecting consumers, particularly during peak demand periods.

“The Consumer Protection Commission remains committed to safeguarding consumer rights and promoting a fair marketplace, especially during high-demand periods such as the back-to-school season.”
