Zimbabwe is making its mark on the global stage in advancing digital inclusion, with local ICT expert Joseph Bishi representing the country at the prestigious Pulse Research Week, hosted by the Internet Society, UNICEF, and the International Telecommunication Union a fortnight ago.

The event brought together leading researchers, policymakers, and practitioners to explore innovative solutions for measuring and improving Internet connectivity worldwide.

Pulse Research Week is not just a technical gathering; it is a platform where real-world experiences meet global research. For Zimbabwe, this participation underscores the country’s commitment to bridging the digital divide and ensuring that rural and underserved communities are not left behind.

Speaking ahead of the event, Joseph Bishi, a leading Champion for Community Networks in Africa, emphasised the importance of these conversations:

“Community networks are more than infrastructure; they represent a social fabric approach rooted in Ubuntu—‘I am because we are.’ When connectivity is built and managed collectively, it becomes a tool, a lifeline for education, health, and economic empowerment in rural areas. Sharing Zimbabwe’s journey at this forum helps the world understand the realities on the ground and inspires practical solutions infused with African values that work for marginalised communities.”

Zimbabwe’s pioneering efforts in community connectivity have earned international recognition.

Through collaborations and an active Memorandum of Understanding with the Ministry of ICT, the country launched its first community network at Murambinda under a free licence granted by POTRAZ.

This success led to a national policy framework for community networks, a landmark achievement in Africa. Today, four additional networks serve schools, clinics, and villages, creating inclusive access where traditional operators have struggled to reach.

Global experts commended Zimbabwe’s approach as a model for replication. By combining regulatory innovation, community ownership, and capacity-building, the country demonstrates that digital inclusion is achievable even in resource-constrained environments.

As discussions at Pulse Research Week unfolded, Zimbabwe’s voice was critical in shaping guidelines for connectivity measurement and community-driven models.

The insights gained will strengthen local strategies and contribute to regional frameworks under development by the Communications Regulators Association of Southern Africa and the Association for Progressive Communications.

This participation is not just about representation; it is about influence. Zimbabwe is helping define the future of Internet access for millions across Africa.
