Zimbabwe is accelerating upgrades to its information and communication systems to protect national interests and strengthen security institutions in response to emerging digital threats, Information, Publicity and Broadcasting Services Minister Dr Jenfan Muswere has said.

Speaking while delivering a presentation titled “The Evolution of Information Systems and How This Has Impacted National Security” at the Zimbabwe Defence University today, Dr Muswere said the shift towards digital platforms had dramatically transformed the country’s security landscape.

“The evolution of information systems has redefined how nations govern, communicate and defend themselves. While these systems offer immense opportunities for development, they have also introduced new vulnerabilities that can threaten national security if they are not properly managed,” he said.

Dr Muswere highlighted that modern technologies, from artificial intelligence and big data analytics to social media platforms, now influence public opinion, national discourse and the safety of critical infrastructure.

“We are living in an era where information can be used as a tool for development, but also as a weapon. Hostile actors are increasingly using digital platforms to spread disinformation, manipulate perceptions and destabilise communities. This calls for stronger, more coordinated national strategies,” he said.

The Minister said the Government had already intensified efforts to strengthen Zimbabwe’s cybersecurity by modernising ICT infrastructure, securing national data centres and aligning the country’s communication laws with global best practices.

He added that the media and information sector play a crucial role in defending national interests, noting that accurate, responsible communication helps counter misinformation and build public trust.

“In a digital environment where falsehoods can travel faster than facts, credible information is a core pillar of national security,” he said.

He urged academic institutions such as the Zimbabwe Defence University to deepen research on cyber defence, information warfare and the socio-political impact of digital media.

“Our defence and security sectors must remain ahead of emerging threats. Investing in skills, research and innovation is no longer optional, it is a national imperative,” Dr Muswere said.

He reaffirmed Government’s commitment to modernising national ICT systems in line with Vision 2030, adding that Zimbabwe must fully leverage technological advancements while guarding against the risks that accompany digital transformation.
