JOYLINE Musamba, the wife of a notorious armed robber Roy Pedzai Jambaya, yesterday appeared before Harare magistrate Dennis Mangosi facing allegations of laundering US$28 000 proceeds of a robbery her husband was implicated.

Musamba (33) who was represented by Kudakwashe Munyoro from Chizengeya Maeresera and Partners was remanded to November 1 on US$200 bail.

Investigating officer Veronica Jangano, however, opposed bail saying Musamba was facing a serious crimewhich attracts a lengthy custodial sentence.

Circumstances are that on August 21 this year, Jambaya who is in remand prison together with his accomplices, committed an armed robbery at corner Leopold Takawira Street and Bute Street, Harare, where they got off with US$128 932. After the act, Jambaya got his share of US$28 500 and handed the money to his wife for safekeeping.

Musamba allegedly bought a house in Natview Park, Mutare, knowing that the money was part of proceeds of crime.

NEWLY-ELECTED Harare deputy mayor Kudzai Kadzombe has been arrested, hardly a week after assuming office, on a charge of assaulting a Zanu PF member on election day.

Kadzombe landed the council seat in last month’s polls on a Citizens Coalition for Change (CCC) ticket.

The party’s deputy spokesperson Gift Siziba confirmed the arrest, but national police spokesperson Assistant Commissioner Paul Nyathi said he was unaware of the incident.

 “The newly-elected Harare City deputy mayor Kudzai Kadzombe has been arrested by Malborough Police Station (officers). She is being charged with assaulting a Zanu PF member in Marlborough during the recent harmonised elections. She will appear at Rotten Row Magistrate Court tomorrow (today) Friday 8.15am,” Siziba posted on his X (formerly Twitter) handle.

Ironically, Siziba, who is also a Member of Parliament for Pelandaba-Tshabalala, was briefly detained on Wednesday, released and summoned to appear in court today on a charge of inciting violence at Barbourfields Stadium in Bulawayo on Sunday.

The CCC has claimed that the series of arrests that has seen over 10 of its members taken into custody this week, are a plot by the ruling Zanu PF to reduce the opposition party’s representation in Parliament and local authorities.

Other top party officials who have had a brush with the law include Seke legislator Willard Madzimbamuto, Grandmore Hakata (Glen View South) and Sunningdale MP Maureen Kademaunga, who was detained overnight early this week on attempted murder and arson charges, but had her charges dropped before appearing in court on Wednesday.

In a related matter, the party’s Harare ward 10 councillor Clyde Mashozhera was yesterday granted US$300 bail following his arrest on two counts of attempted murder and another for malicious damage to property.

Mashozhera who was being represented by Tapiwa Muchineripi was remanded to November 1.

ACTING deputy auditor-general Laiza Chikowore has revealed that 71 local authorities failed to submit their 2021 financial statements amid revelations that other four entities were three years behind in acquittals.

Chikowore made the remarks yesterday during a two-day public sector convention of the Institute of Chartered Accountants of Zimbabwe (ICAZ) held in Bulawayo.

 “Non-submission of financial statements for audit (2021 State- owned enterprises report, 53 entities and  71 local authorities (have) not submitted financial statements, four entities had arrears of more than three years).

“Governance issues were the most outstanding issues for both local authorities and State-owned enterprises, 2021 Audit general report,” she said.

“Out of 114 issues, 81 related to governance issues, 33 related to management of assets, revenue collection, employment costs and procurement.”

Chikowore said challenges faced included the non-alignment of entities’ accounting processes with accounting standards, non-compliance with tax laws and regulations in respect of management benefits and board fees and allowances.

Other challenges flagged were poor contract management, mismanagement of assets, procurement irregularities, adoption of wrong procurement methods and poor record keeping such as unsupported expenditures.

“It also includes failure by most local authorities to account for infrastructure assets, land reserves and standing inventory in the financial statements. Councils were not practising effective solid waste management as they did not have engineered landfills and were using illegal dumpsites for their solid waste disposals,” Chikowore said.

She said State-owned enterprises and parastatals should embrace provisions of the Public Entities Corporate Governance Act.

ICAZ president Manyara Chigunduru said the public sector convention served as a crucial platform for discussing and addressing the challenges and opportunities that lie ahead for the public sector.

“First and foremost, let us emphasise the importance of this convention. The public sector plays a vital role in our society, providing essential services and ensuring the smooth functioning of governments at various levels,” Chigunduru said.

“As countries evolve and embrace new economic and social challenges, it becomes crucial for public sector professionals to continuously upskill and adapt to changing environments.

“This convention provides a unique opportunity for us to come together, share knowledge, and collectively work towards enhancing the efficiency, transparency, and accountability of the public sector.”
