Zimbabwe has been identified as having the most deep-rooted corruption within its education sector among several surveyed African nations, with examination leakages and bribery reaching systemic levels, according to a new study by Transparency International.

The findings, which emerged from a comprehensive assessment of corruption risks across Zimbabwe, Ghana, Madagascar, Rwanda, and the Democratic Republic of the Congo, suggest that academic integrity in the southern African country has been undermined for years by a culture of collusion.

While the report identified various integrity risks across the continent, Zimbabwe stood out for its “entrenched” examination-related malpractices, which include the widespread leaking of papers and bribery involving both teachers and high-level officials.

The report highlighted a disturbing trend where the very individuals tasked with upholding educational standards are often the ones subverting them.

Researchers found that students or their parents frequently pay teachers to obtain examination papers in advance.

In more extreme cases, the study documented allegations of teachers sitting for examinations on behalf of students in exchange for cash.,

“One of the areas to emerge with the highest risk of corruption was examinations,” the report said, emphasising that the problem is not merely local but involves high-level institutional failure.

The study also flagged the deliberate leaking of materials by officials responsible for setting and administering tests.

According to the findings: “They also flagged the risk of deliberate leakage of exam papers by officials working at the institution responsible for setting exams, suggesting possible collusion between these officials and teachers.”

A teacher quoted in the report noted that these leakages, which were once isolated incidents, have become a widespread phenomenon affecting a vast number of schools across the country.

Beyond the exam room, the corruption extends to every level of the educational experience.

Transparency International found that 72% of Zimbabwean respondents acknowledged the presence of bribery in school admissions.

Even more concerning were the “alarming levels” of sexual coercion reported within the system.

The report noted  that this corruption is most visible where families interact directly with service providers.

“The research shows that corruption manifests most acutely at key service delivery points, where education service providers interact directly with learners and families,” Transparency International said.

These points include grading, teacher recruitment, and the management of school resources.

The organisation warned that practices such as “sextortion, bribery, nepotistic recruitment, payroll fraud, and mismanagement of school resources continue to erode access to education and compromise learning outcomes”.

These systemic failures disproportionately affect vulnerable students and those from low-income households, effectively widening the gap of inequality in Zimbabwean society.

The crisis is not a new development for Zimbabwe. For over 10 years, the Zimbabwe Schools Examination Council (Zimsec) has been embroiled in recurring scandals, particularly during the critical Ordinary and Advanced Level final examinations.

In previous years, Zimsec has been forced to take the drastic step of cancelling and rewriting exams after papers were found circulating on social media platforms like WhatsApp hours before the scheduled start times.

While the government has attempted to stem the tide by deploying anti-corruption officers to exam centres and threatening to deregister non-compliant schools, critics argue these moves are largely reactive.

They contend that the underlying systems remain inherently vulnerable to exploitation by insiders who profit from the status quo.

While Zimbabwe topped the list for exam fraud, other nations faced unique challenges.

In Rwanda, for instance, the study identified risks in grading and school feeding programmes, noting that “female students particularly vulnerable to sextortion”.

Across the wider region, the exploitation of learners often manifested through “ghost teachers” and payroll fraud.

Transparency International has now called on regional governments to drastically improve oversight and protection mechanisms for students.

The organisation warned that a failure to address these “systemic weaknesses” risks a total collapse of trust in public education.

Efforts by Standard Peopple to obtain a comment from Zimsec spokesperson Nicholette Dlamini were unsuccessful, as she did not respond to multiple calls.

Kadoma City Council has acquired a new grader

Kadoma City Council has taken a significant step toward addressing its deteriorating road network with the acquisition of a new grader, offering long-awaited relief to residents frustrated by years of neglect.

The move follows mounting pressure from the community over the poor state of roads, which have been worsened by heavy rains and inadequate drainage, leaving many routes riddled with potholes.

The newly acquired grader is expected to accelerate road maintenance efforts, including pothole patching and gravelling.

At the time of publication, council operators were undergoing training with the supplier, with rehabilitation works set to begin immediately after.

Kadoma mayor Nigel Ruzario welcomed the development, describing it as a turning point in the city’s infrastructure programme.

“The acquisition of the grader is a major milestone for Kadoma. It equips us to respond effectively to the concerns raised by residents and to begin restoring our road network,” he said.

Ruzario outlined priority areas for the initial phase of the rehabilitation programme, including the Machipisa–Mupamombe Road, Nyambo Road to Methodist, and the road leading to Rimuka Cemetery.

“All is in place, and we are ready to get started. We will move systematically until we have addressed the major road challenges across the city,” he said.

He acknowledged residents’ frustrations and pledged consistent delivery.

“We understand the challenges our residents have faced. This grader is a game-changer, and we are committed to ensuring that every part of Kadoma benefits from improved road conditions,” he added.

Residents, particularly in high-density suburbs such as Rimuka, have endured worsening road conditions that have damaged vehicles and disrupted daily movement.

Local motorist Sophie Christine said the development brings renewed hope.

“We have struggled with these roads for a long time. My car has taken a lot of damage from potholes. This is a welcome development,” she said.

Another resident echoed similar sentiments, expressing optimism that the grader would ease travel challenges and improve overall road safety.

With rehabilitation works imminent, the council’s latest investment signals a renewed focus on infrastructure, with residents hopeful that sustained efforts will finally restore Kadoma’s roads to a usable standard.

THE United States embassy in Harare has launched “Freedom 250,” a landmark initiative to celebrate 250 years of American independence while deepening bilateral ties with Zimbabwe.

The programme aims to strengthen engagement between the two nations through a series of innovative projects focused on education, cultural exchange, economic collaboration, and community development.

In a statement, US ambassador to Zimbabwe Pamela Tremont said the engagements are designed to bolster people-to-people connections and advance shared prosperity.

“This is a historic year for the United States. President (Donald) Trump has launched a year of events across the US, around the world, and right here in Zimbabwe, to commemorate 250 years of independence under the banner of Freedom 250,” Tremont said.

“For 46 years, the United States and Zimbabwe have partnered across key sectors, including health, education, entrepreneurship, economic growth, and democratic governance.

“As the first diplomatic mission to open following Zimbabwe’s independence, the United States has maintained a long-standing commitment to supporting the country’s development.”

She noted that through the President’s Emergency Plan for AIDS Relief (PEPFAR), the U.S. has supported Zimbabwe’s progress toward achieving the 95-95-95 HIV targets—strengthening health systems and saving lives.

She added that American innovation continues to play a role in advancing global health, including the introduction of new HIV prevention options such as lenacapavir.

“Education and exchange programs remain a cornerstone of the bilateral relationship. Thousands of Zimbabweans have participated in U.S. government-funded programmes, including Fulbright, the Mandela Washington Fellowship, and the Humphrey Fellowship, returning to lead in government, business, academia, and civil society,” Tremont said.

“As we reflect on 250 years of American spirit and 45 years of U.S.-Zimbabwe partnership, let us commit to a future in which our nations learn from one another, support one another, and build opportunities that endure for generations.”

Simbarashe Rondozai was remanded in custody by magistrate Ruth Moyo and is expected to return to court this week for a bail application.

An accounts manager appeared before a Harare magistrate facing charges of theft of trust property involving over US$10,000.

Simbarashe Rondozai was remanded in custody by magistrate Ruth Moyo and is expected to return to court this week for a bail application.

Allegations are that in March 2024, Rondozai, who was employed as accounts manager at Wellcash Debt Collectors, violated a trust agreement with the company.

The court heard that Rondozai was required to receive cash from debtors and deposit it into the company’s ZB Bank account.

Instead, he allegedly unlawfully and intentionally converted US$10 811 to his own use and failed to hand over the cash upon demand.

Leading hospitality group, Rainbow Tourism, recorded a robust growth in the financial year 2025, with revenue rising 13 percent to US$50,3 million from US$44,4 million recorded in the same period FY24.

The performance was driven by innovative strategies and the sustained strength of the group’s diversified hospitality portfolio.

RTG board chairperson Mr Douglas Hoto said that the group’s total assets increased by 28 percent to US$82,7 million, compared to US$64,5 million in the prior year.

“The group’s financial position remains strong, evidenced by a 28 percent increase in total assets to US$82,7 million, up from US$64,5 million in the prior year,” he said.

“This growth was driven primarily by the strategic acquisition of assets, namely Montclair Hotel and Casino in Nyanga, MSK House in Cape Town, South Africa and Batoka Safaris, a destination management entity based in Victoria Falls.”

The group recorded an occupancy rate of 57 percent during the period under review, a 6 percent increase from 54 percent recorded the prior year. “This increase is despite the temporary displacement of approximately 3 200 room nights due to planned refurbishments across key properties. Average Daily Rate (ADR) strengthened to US$109 from US$102, while Revenue per Available Room (RevPAR) increased 13 percent to US$62, reflecting improved demand across the Group’s portfolio,” he said.

Mr Hoto also noted that foreign currency revenue increased by 28 percent to US$24,1 million from US$18,9 million recorded in 2024, supported by continued growth in international tourist arrivals in Victoria Falls and an increase in regional conferences.

“Montclair Resort and Conference Hotel was incorporated into operations effective March 1, 2025. Batoka Safaris, a tour operating entity, was acquired and consolidated into the group’s revenue from June 1, 2025. Both entities contributed 8 percent of the total Group revenues.”

RTG chief executive Mr Tendai Madziwanyika said the group’s focus on renewable energy is a deliberate and strategic move to reduce the company’s carbon footprint as well as reduce operating costs.

“Our focus on renewable energy has been a deliberate and strategic effort to reduce our environmental footprint and enhance operational efficiency,” he said.

“The successful operation of the Kadoma solar plant, which generated nearly 270,984 kWh of clean energy this year, is a testament to our commitment to integrating sustainable practices into our core operations.”

“Additionally, our resource efficiency initiatives, such as low-flow water systems and smart energy management, are embedded in our refurbishment projects, driven by a focus on operational excellence and environmental responsibility.

“These efforts are part of our broader strategy to make sustainability a practical, operational reality across all our business units.”
